[FEATURE] Refactor Methods in ManagedIndexRunner

Is your feature request related to a problem?
The ManagedIndexRunner.kt class is very verbose with some public methods/functions that are not required to be contained in that class. It could be more efficient and readable going foreword if we refactor many of these methods into a separate helper file.

What solution would you like?
Refactor unnecessary methods into functions in the ManagedIndexUtils.kt file.
