we did found a way to update plugins #3393 but we need to remove the plugins too which are not required anymore or else they will stay on the disk.

PR in review state fabric8-jenkins/jenkins-openshift-base#29 , I have tested this change on my tenant looks good.

I have raised a PR here openshiftio/saas-openshiftio#883 to update in prod and also raised issue #3583 for cluster wide update.
