Remove 'None' from changeset tag when using blank imagery layer #5565

When using the None imagery layer (displays no background imagery and very useful), it gets added the changeset's imagery_used= tag. Would it be possible to remove this from being added to the tag?

I agree, including "None" in there is kind of pointless :)
