I was able to add a project that pointed to a repo which was already existing under another user. As long as I had gave it a different slug, the system accepted the duplication.

Issue:
There should be a duplication check for the repo url

Question:
Do you have ideas on regulating/verifying who gets ownership of projects? First come, first claimed will likely cause issues in the future.

I've added a label to this issue so that we can consider it in a future weekly release.

Regarding regulation: yes, we've considered several ideas and hope to add some automation around this in the future. In the meantime, we'll be manually managing this as issues crop up.
