Create multisig contract on Ava

We need layer 2 contract that stores the interaction of the volunteer involved in a multi signature wallet where the funds are spent using a small threshold

This needs to be connected with the multiple wallets that are provided by the Non-profits and volunteers to sign the transactions and spending funds.
