Add a webhook to the operator-sdk repo to enable testing non-merged PRs in a disconnected env

Describe the problem you need a feature to resolve.

We aim to ensure the seamless integration of three open-source tools: DCI, Preflight, and Operator-SDK. The plan is to build an Operator-SDK from each PR that's not merged yet and run tests like olm-suite and basic-check-spec-test in a disconnected setup. This helps us catch any issues early and get them fixed.

To facilitate this, it would be greatly appreciated if we could add a webhook to the operator-sdk repo, to receive notifications and trigger our tests.
