Write MachineExternalIP in OCIMachine Status

What would you like to be added:

Prepend OCIMachine.status.addresses with the OCIMachine public IP when available.

Why is this needed:

When using other bootstrap+control-plane providers, like Talos, to start a bootstrap (bringing up etcd) on an initial cluster bootstrap (kind local before clusterctl move), public IP addresses make it easier. The public IP of the nodes must be exported to the OCIMachine status to be included in the CAs which allows local access to the Talos API which will allow a bootstrap.
