To allow automated replacement of broken links and outdated tvg ids

Many people actually submit an updated data themselves and in some cases core contributors can find an alternative link within a day. I think it's worth making iptv-bot capable to automatically apply those commitments

If you find a replacement you can simply approve the removal of the broken link and create a request to add a new link through this form. And on the next update the bot will automatically swap out these links.
