A note on moving to NPM

While we have decided to switch to using NPM for all our repositories going forward, we are not quite ready to make the switch just yet. Please hold off doing any work in this area to avoid conflicts with related work done by @mdn/core-dev. We will announce our migration plan soon and will let the community know how they can help.
