caps_Lock功能异常 #1520

caps_lock只能从大写换到小写，而不能从小写换到大写。

重现步骤 / Steps to Reproduce

preset_keys中如上图定义Upper，在preset_keyboard某一方案中如下图使用后：

原本应该能切换大小写
