Add OIDC Testuite to CI

There is an (official?) oidc testuite to test IDPs for standard conformance. Needs some research if/how it is usable.

@DeepDiver1975 definetly but currently there is no public-CI upstream. Also we should try it out ourselves to see if it is viable.
