Add a control socket for whole volume when initializing a disk

After #771, disks are created using volume construction requests send to propolis. One bit of functionality left out was initializing those disks with control sockets - a top level control socket, depending on the implementation, be necessary for snapshots to work.

Closing, this is currently unnecessary for any feature I can think of.
