westend: update parachain node: testing fork-aware txpool | metrics

Please deploy following build to westend (RPC nodes and collators):

• PR: Fork aware tx pool + no training wheels = 🚀🚀🚀 [rebased] polkadot-sdk#4775
• docker image: 4775-3551a52c

This is intended to:

• continue cross-check empty blocks issue - testing light maintain,
• test metrics, and build grafana dasboard for fork-aware txpool,

Following option shall be provided to enable new txpool: --pool-type=fork-aware

Set debug levels to (all info to avoid spamming):

      "-lbasic-authorship=info",
      "-ltxpool=info,
      "-lsync=info",
