Error message:

HttpError: refusing to allow a GitHub App to create or update workflow .github/workflows/changelog.yml without workflows permission

Requires investigation.

GitHub app has read/write access to workflows:

Theory 1:

The PR that was modified contained a workflow file and is a fork. Technically modifying the fork would consist in also modifying the workflow file inside a different repo.
