Convert builds for centos 8 & 9 from Jenkins to github actions. Centos 7 will remain in Jenkins until end of support in 2nd qtr 2024

We drop support for 8 at the same time as 7 just like RedHat. We will not support 7 or 8 in 5.1.0. I would focus primarily on 9. I would also replace "CentOS" with "EL" since we are building on Alma or Rocky, not CentOS anymore..
