Converter for LWE Challenges format #4

TU Darmstadt published LWE Challenges together with UC San Diego and TU/e (https://www.latticechallenge.org/lwe_challenge/challenge.php). They use a sligthly different format, so having a converter from theirs to ours would be handy.
