I'm going to look into this later.

It has always prevented me from using panels entirely. I'm not sure on a diagnosis, but I can reliably reproduce it:

Adding a panel to the desktop
Edit the layout of the panel ("enter" it)
Now create a "nested" panel, inside a panel (or if necessary, try even a third layer of nesting)
Add some items. Move them around, resize them, modify their properties, etc.
Notice:
- desktop zoom & position will occasionally reset
- selected items are also unselected
- might happen more frequently with more items, or more panel layers

I've experienced this on several devices now, for years (a Pixel 2, Pixel 3XL, and Pixel 4a5g).
More "layers" of nesting seems to make it happen more
- but I think this will also happen with any nested container (because it seemingly happens with just a single panel in a desktop sometimes)
