Feature Request

Is your feature request related to a problem? Please describe:

Some times TiDB may connects to a TiKV server belong to another cluster. And we don't compare their cluster ids.
#21584 describes an example.

Describe the feature you'd like:

When a tidb-server connects a tikv-server, it sends its cluster id (which was acquired from PD). TiKV checks if they belong to the same cluster.

Describe alternatives you've considered:

When a tidb-server connects a tikv-server, it loads the tikv's cluster id and check if they belong to the same cluster.
