Can the steps in Enabling Encryption be more specific?

The default manifest template does not include the location of encryption_key property. Based on the context of this section the user will need to assume it goes underinstance_groups/web/jobs/atc/properties. Can we reference the location of this property via some external source or simply statically inform the user how to implement this property.
