Galaxy recipe should pull from tagged released URL

Currently, pycsg is pulled from the head of the pletzer/pycsg.git and icqsol from pletzer/icqsol.git. We need a tagged release URL for both of these repos.

I have been told that tool_dependency.xml recipes can use a combination of "git clone..." followed by "git reset hard..." as an acceptable means for providing a reproducible feature set of the package. So we don't need to worry about a tagged release URL, but we do need to get the feature set stabilized for a release.
