[Maintainability] Change all states in the el8 hierarchy to use tpldir directive when declaring helperLoc

Now that the tpldir directive is stabilized, want to retrofit existing states to use it (and reduce the likelihood of specifying incorrect paths when using longer, more hard-coded path-declarations).
