Description

This can be generated from build_info.json by the draft-release action, and will make it easier for users to find the correct binaries.

Perhaps it might also be a good idea to split up the binary releases into different PM version flavours instead of putting them all in the same release (e.g. php-8.1-latest-pm5, instead of having php-8.1-latest and hoping the user picks the correct binary)

Justification

Improve UX for people manually downloading binaries
