paritytech/polkadot-sdk#1926 added SkipCheckIfFeeless extension. It needs to be added to Polkadot JS API.

• What is the motivation for changing the behavior?

To support feeless payments for certain cases. Please refer to SkipCheckIfFeeless for more details.
