This release is to test out the new PPA/COPR build triggering (and also for someone other then @SeanTAllen to do the release). If all goes well and the packages work as expected, we can update the install instructions to use the new packages and deprecate the old packages/repos if desired in the following release.

This release will include the following two fixes (assuming the master CI build passes):

• Only enable mcx16 for gcc for x86_64 targets (PR #2725)
• Fix String.concat ignoring the len parameter (PR #2723)
