Known issues with COSMIC on AMD graphics can be linked here, to keep track of them all while having separate issues for otherwise unrelated problems ( similar to #168 )

• AMDVLK breaking wgpu on AMD GPU panic in wgpu 0.18.0 when AMDVLK 2023.Q4.3 on Radeon RX 7900 XTX cosmic-term#30
• older AMDVLK also lacked sufficient support for AMD iGPUs causing wgpu to panic: Cannot create Vulkan instance when integrated AMD GPU is present GPUOpen-Drivers/AMDVLK#310
