Help Publishing a Rule

Greetings. I have just created a set of rules that swaps the control/command modifiers for Parallels only. This is useful for people like me who normally have their Macs set to swap the modifier keys so that shortcuts work more or less like Windows. I expect there are many people who could benefit from it, as I'm not alone with this issue, and have been looking for a solution for years with no luck. The problem is that I do now know enough about GitHub to understand how to share it. Can someone assist, perhaps?
