Impacts #4 .

It's not enough to just spin up a droplet with a Ubuntu image; it needs to be running Factorio on boot.

For options, we have https://github.com/factoriotools/factorio-docker/ and building a custom image with Packer.

This work should be specify how to store custom configs and game files in an external volume, but not worry about how to make that happen.
