Acceptance Criteria:

When app is trying to load data for events it should try for X seconds with an animated loading icon before prompting using user that data could not be loaded.
Buttons should be present in the prompt to "Retry "or "Ignore"
Retry starts the attempt again and Ignore uses currently loaded local data.
