Important information/Context:
Events with "family" criteria of "LABOUR_2018_VOTE" will have no speakers and should not be displayed in the programme. They will be displayed in the calendar for conference delegates

Acceptance Criteria:

*Events with no speakers should not have the speakers section rendered on the event page.

*Events with "family" criteria "LABOUR_2018_VOTE" should not appear in the programme view
