Hangouts: is there a way for pyhangups to request lower permissions?

If this means requesting lower permissions to the google account, probably not. It uses some iOS OAuth keys because third party apps can't get/request access to Hangouts at all.

wonder if there is a better hangouts library somewhere that doesn't require all this. probably will be a barrier for some users since it grants us access to most of the google account

I doubt it, since google doesn't provide any way for 3rd party apps to access hangouts.
