AFAICT this is because the R installer does not create the R and Rscript symlinks in /usr/local/bin. Probably some new macOS permission issue.

This will be eventually fixed in the installer, but to install older versions of R, a workaround would be nice.

macOS 11.0 was first available in preview mode 15 days ago (actions/runner-images#1814)

I know, the template forced me to choose between bug and feature, IDK if supporting another platform is feature or not.... I guess I could have removed the label later.
