Especially for large models, we probably don't want to make a user select an action for each parameter.

We should have the ability to have a choice apply to all parameters, or maybe a smaller scale like "apply to scope" etc.

Could be with a setting at the beginning of merging or a some sort of compositional language like vim shortcuts.
