To simplify routing, lets migrate all things under the https://{user}.r-universe.dev/{package}/** to the front-end stack.
https://{user}.r-universe.dev/{package}/**
So what remains for the package server is /src /bin /api /packages /stats. Then the routing and caching will be much simpler.

Not sure where /feed.xml and sitemap.xml would go, either would be fine I guess.
