Update volumenetshare images #2971

I noticed the volumenetshare images are quite out of date https://github.com/rancher/os-services/blob/master/images/20-volumenetshare/Dockerfile#L4

Can these be updated? I'm running into some issues with volume-nfs and can't help but wonder if the latest version would work.

I'd be happy to submit a (trivial) PR, but I'm not entirely sure how one would go about building and testing an image that runs under system docker.

@nvx RancherOS is EOL #3000 we just created release candidate under BurmillaOS name where these have been updated: https://github.com/burmilla/os/releases/tag/v1.9.0-rc1
