Logic for first node doesn't check other nodes to see if cluster is up #162

playbook only checks the first node to see if a cluster exists. if the first node needs to be rebuilt, a new cluster will get created leave the other nodes on the original cluster. logic needs to be updated to check all nodes for the presence of the cluster before creating a new one
