Allow Users to Indicate Targets with CIDR Notation #112

We should enable customers who want to use CIDR notation to designate scan targets. This could apply to included and excluded targets on a site, as well as global exclusions, which suggests that this could be a utility function somewhere.

I believe there may already be some code around this in cucumber, which could just be migrated in.
