I created typescript by the following command

npx react-native init MyPureApp --template react-native-template-typescript@6.6.*

to create project using react native 0.64.0

Observed results

It created project using react native 0.64.1

As you can see here, react-native-typescript bumped react-native to 0.64.0 in 6.6.1 release.
