Support a static file or jinja2 template-based configuration mode

The AMQ Broker configuration strategy implemented by this role starts with a default broker.xml and makes incremental changes to sections of XML using the Ansible XML module. This approach has some disadvantages including:

• Complex implementation
• Lack of idempotence

While the implementation is impressive, some simple use cases may be met by allowing users to supply a static broker.xml file or a jinja2 template.

I'd like to propose that we support both modes of broker configuration depending on a configuration variable. Thoughts and comments appreciated.
