Can't start a pipeline without resource #271

I have a pipeline that has no resources (https://github.com/tektoncd/pipeline/blob/master/examples/v1alpha1/pipelineruns/conditional-pipelinerun-with-same-condition-refer.yaml).
But when I try to start it, I got an error message: No Resources found to start Pipeline:
