Display PipelineRun result as notifications

When a pipeline run execution completes, a notification should be displayed with the result (failed, succeeded) and some details such as duration of execution and auto-hide after a period. Users should be able to disable these notifications via settings.

User should only get notifications for the pipelines that are in the current namespace.
