Add Support to Preflight for Packaging of Container Results

We need to add support for packaging up the results that get generated as part of the check container command. This will allow partners running in disconnected environments the ability to submit the results to Red Hat through some other means than the preflight submit flow, which requires an internet connection.

Describe the solution you'd like.

We discussed adding a new --offline flag that will cause preflight to package the results in a way that can be easily sent outside of the normal submit flow.
