cuando se click en parent state no forward al hijo, regla $urlRouterProvider.when(); not working

estaba checkeando esto, en verdad no encuentro cual es el cambio que provoca esto, pero una solucion seria que los ui-sref apunten a los estados hijos.
(e.g. ui-sref="dashboard.summary")

freeze version 0.2.11 or 0.2.12 ??

esto no esta close frizamos la version para que no pase el error pero hay que averiguar cual es el problema

en 0.2.14 lo arreglan angular-ui/ui-router#1584
