I verified the keycodes in the PR by this article

I wonder if these are always available or were added in a specific macOS version,
and I need to find out, do the modifer keys ever trigger NSEventTypeKeyDown as of today? Observing NSEventTypeFlagsChanged was a workaround because modifier key down events were never sent to the IME.

In my test, these codes can tell left and right modifiers. System is MacOS 13.1. I recall that Karabiner has been able to tell the differences and show the exact keycodes of all keys since at least MacOS 10.14).
