This movie uses an external FLV video file. Ruffle does not support loading external video files yet. See #3801

Unhandled AVM1 error in timer callback: A script has thrown a custom error.

then a spam of

Video has no decoded frame to render.

This is similar to #8554, which also logs the two messages, but this one doesn't have the Unrecognized file signature: [0, 0, 0] message, unlike #8554.

Looks like this video uses cue points (and maybe other unimplemented video features), so it's still not working after the upcoming FLV PRs.
