fix: prefer env variables over config files #2365

This patches fixes the precedence in these cases:

  • CARGO_TARGET_ROOT is now preferred over build.target-dir
  • RUSTC is now preferred over build.rustc
  • RUSTDOC is now preferred over build.rustdoc
