It was a simple mistake.

When creating an app in Seller Central
"arn: aws: iam :: xxxxxxxxxxxx: role / XXXXXXXXXX" (OK)
"arn: aws: iam :: xxxxxxxxxxxx: user / XXXXXXXXXX" (NG)
