Is your feature request related to a problem? Please describe.
Having enable_fqdns_grains enabled by default causes slowdowns on the Salt minion and master, as well as a host of other problems if a user is not expecting it to be enabled by default.

Describe the solution you'd like
Set the enable_fqdns_grains option to be disabled by default.
