Descriptive summary

CONTRIBUTING.md > Reporting Issues > Submit a Github issue by: link is broken.

Rationale

A reader should be able to click the link and be navigated to the issues page of this repo.

Expected behavior

Click the link, it goes to https://github.com/samvera/hyrax/issues

Actual behavior

Click the link, it opens to a 404 error page because the link is https://github.com/samvera/%7B%7Blibrary%7D%7D/issues/

Steps to reproduce the behavior

  1. Navigate to https://github.com/samvera/hyrax/blob/main/CONTRIBUTING.md#reporting-issues
  2. Click on the GitHub Issues link
