Pin numpy at 1.24.4

Pandas is pinned at 1.5.3, which is incompatible with numpy 2.0,
but pandas does not pin numpy at < 2.0, which results
in an error. Pinning at 1.24.4 to be compatible with 3.8 for tests, and 3.9 (prod)
