Update translations

Even if you're not a developer, you can help by translating COPS to your language. You can follow these steps to help :

• download current translation file (or choose the english one if your language is missing) : https://github.com/seblucas/cops/tree/master/lang
• Each line starting with ##TODO## has a missing translation
• If you fix the translation then remove the ##TODO##
• You don't have to translate all the languages at the end of the file.
• Send me the modified file (my email is in almost every file in COPS), I'll commit it (please specify your full name / email / alias for the commit).
